Pools & Spas

Public pools and spas are required to be licensed annually and inspected routinely by the Office of Environmental Health during pool/spa operation.

An annual pre-opening inspection must be conducted prior to the renewal of a pool or spa’s operating permit. The inspection will not be completed until the following documents and applicable fee(s) have been submitted. Please provide copies of Certified Pool Operators’ certificates with the annual application.

New Construction, Alteration, and Replacement of Public Pools

All plans for new construction and/or proposed alterations to a regulated swimming pool or spa must be submitted for review and approval to the Center for Recreation and Community Environmental Health Services.

Certified Pool Operator Requirement

The State of Maryland requires every public pool to have a Certified Pool Operator on duty who is responsible for the safety, health, and maintenance of the pool/spa operations. The following are the requirements for a Certified Pool Operator:

  • Must be 16 years or older
  • Must complete a 14-hour approved public pool/spa operator course with a minimum grade of 70% or better; or
  • Present proof of previous certification and completed an approved 4 hour refresher course

Upon completion of the approved course, Talbot County Office of Environmental Health will issue a 3-year public pool and spa operator certification card.
